Trouble using storage items?

So I'm kinda new to this game. I've only been playing for a little over a week, but it I get gifts from my neighbors in the game it won't always let me use them to build the pens for animals. It's the correct color and everything, but when I click on the item to use it a message just pops up saying that it is a concstruction item. >.>
If anybody could help or suggest anything with this issue, please let me know.

To use the parts your receive you will need to buy the constructible pen or decoration , place it in your shop.
then click the item to manage it and then you can see how many more parts you need to complete it.
You can also request more parts from your neighbors.

When I have enough of the items I need, when I click on the pen being contracted it finishes the build (if I recall correctly). Done through the item being built, not through storage.
