Did they raise the level cap?

yes, the designated level cap is level 99. level 99 is achievable for most players. for level 100, you need a total of 10 millions xp. so far i only see jenny on level 100 in RS and BS. but in CS, they are a handful of level 100s!! a lot of players went "crazy" at getting to the old level 97 after they saw jenny got to level 98 and start to think of a lot of different ways to get lots of xp and find loop holes in the games, they found one but TL fixed the loop hole! and later they found another one...but i do not know whether it is still working (has not been to city for a while).
