I have an app similar to that, its name is Schnap, I think. Its fun, you post pictures and strangers can comment or rate them (there is also private mode where only people you know can rate/comment pictures).

Oh really? That's pretty much what instagram is, you can add friends from twitter/Facebook, you can comment and like photos, etc
