Mastery?

I just started playing fashion... You can master the catalogues, right? Even the one and two minute ones? I ask because I have no yellow bar showing the different levels(1,2,3,4) as pictured in the tutorial guide below. I tried all the usual fixes, what's happening?

You can only start mastering the catalogues at level 8.

And yes, you can master the catalogues that take one and two minutes.
