I'm in level 61 i have never collected a floral. Is this normal?

I had the same problem too until I bought two different kinds of windows or wall displays . I don't have the full collection of flowers yet. Perhaps it's because I didn't buy all the wall displays or the rest of the windows. But it's quite normal not to get flowers cause I have only seen one player that collected the floral reward and I am at level 68.
