Confused about expanding

I'm curious, do I have to expand one level at a time, such as 14x17 then 15x18 and so on? Or can I just expand all at once and skip the smaller exoansions if I have the level, neighbors and gold?

Unfortunately no, you can only expand one level at a time no matter what. I've already tried it before. It just brought up a window saying "you must expand to 14x17 first before you can expand to 15x18."
