I can't get the permits to upgrade the shop and I am now stuck. I love the game and want to restart.

There's no way to restart. There is no options in settings to restart. You can't delete your game and redownload it because TL will have your profile saved. My suggestions if you want another game start again on another device

I only have two permits but i need four to expand again.
I know nobody who plays. It would be great though.

You can post on the adme thread and also find other players that you can add as neighbors.

Go to menu then social then community. You can visit anyone ele who has a pets op and play with their pets. Leave your storm8 Id on their wall and ask them to add you. Also in overview you can check your own wall to see if you've had any visitors.

Original question has been answered. There is no option to restart or reset your game.
