Can't tip/gift after 24/hr?

I haven't been able to gift or tip my new neighbors even after 24 hours has expired. I'm on Android, I don't know if this is a known glitch. But I don't wish to appear rude to my new neighbors, and I don't understand what may be causing this. I had the opportunity to tip a few of my neighbors 6x, but have had zero opportunity to gift them beyond once.

Any insight?

Gifting and tipping reset at midnight California time. 1:00am mountain time. (Sorry I only know mountain time). It's possible you gifted or tipped right after the reset. You will be able to again in about 2 hours and 15 minutes.

This will happen to me occasionally...I close the app, then immediately go in again and everything is reset and ready to go.
