i remember having a pre-checked neighbor list before. now i only have it if im requesting materials. is it like this with anyone else?

I don't think you do...
It never used to be checked before, then it became checked for requests only.

There was a short time whent TL did have it where all neighbors were pre-checked when giving regular gifts, but they changed this back, because the precheck option was causing problems with the gifting system.
