I have sound effects OFF in my settings. Dont like the noise especially when other people are around and you trying to be quiet as not to disturb or not have it interfere with conversations going on....

These can be turned On or Off in-game by going to MENU->Settings.

you are misssing the point, The op stated that they do not WORK any more I am assuming he eants them therefore will probably know about the settings pannel, the point is he or she does not even have that luxury to chose from any more.
