Gifting..?!?

am sorry if this question is answered in another thread...

Can someone please tell me how the gift process works. I was able to receive 20 gifts from my neighbors before and now it only seems like I am receiving 10 per day.

What time do gifts reset? Also, is this time Eastern Standard Time (my time zone).

I hope someone can help me.
