I found the link to the Neighbor Finder list however I don't see how to add myself to it. Can anyone shed some light?

To add yourself to the nbr list, it's best to make a post asking other players to add me. Could provide information like if you're a daily player, gift daily and what your nbr star rating is etc. Here's the thread for you too. http://forums.teamlava.com/showthread.php?22208-January-2012
