Where does lolita display come from?

I saw this lovely lolita display from one of my neighbors. Looked up the box prize list but seems it is NOT a prize from any boxes. Was it a limited offer in the past?

Thanks! I misunderstand the first prize lolita dress is an avatar item! I have no luck in surprise box. I have 3 boxes of it but 2 of them were not in my wish list. -.-
