Unlocking penguin

How do I get the penguin when I go to the shop it says locked by goal but yet I don't have a goal to unlock the penguin please help me fix this

You have to wait. Keep levelling up your zoo and finishing other "tasks" and then when you are at the right level (and if you have a "slot" open for another task) then you will be assigned the one that unlocks penguins.
