Asking for a friend. I myself is on level 55 so I don't remember when u had to get neighbors to level up (or was it to expand?).

Oh. And also my friend tried to get an ID but then the store got lost. I call it a bug but my friend's to scared to try again. And that is not a good option if you want to proceed in the game.
