how can I get a building permit w/o buying gems?

You ask your Neighbors.

Click on the expansion and it days u need permits then send requests to your neighbors thru the option
"ask neighbors". Jfyi - I found out the hard way - if you send out requests and you accept the gifts your neighbors have sent you (max 20 per day I think) - you won't get those permits. I stopped accepting gifts already since I am at level 20 and have no use for them.
