I'm trying to expand my restaurant and even though I have 2 neighbors, I'm not able to expand at all. My expand says that I need at least one neighbor so I'm confused as to why I can't expand. Any suggestions?

its the bad grammar of the designers/programmers. What it probably should say is that you need one MORE neighbour.
