How do I get the tiger? Is it a cross breed? Or do I just not have him? If it's a cross breed, please tell me which animals it is to breed. Thanks a lot!

Do you mean Toyger?
You crossbreed Bengal and Shorthair and you will get a Toyger.
But I don't have enough gems to buy a bengal and I am not going to spend my money on those virtual animals, so I do not have a Toyger. (but I do think the Toyger is kind of cute~)

Oh I have 2 bengals, a lot of the goals give you gems so I bought the Bengal but now I don't have enough to breed the Bengal. Lol. Does it cost gems to cross breed them?

No, it only costs coins to crossbreed. I had thought that was the system with 1 being coins, 1 being gems but the Siamese and Abysinian crossbreed costs 29 gems, so it's just the way they make it.

The tree frog (received upon completion of a collection) cross bred with the bull dog.

The Toyger, if that's what you mean, is a crossbreed between a shor-haired and a bengal. There's no such thing as an actual tiger on the game. :)
