HI i want to start the game again,i started playing but went about it in the wrong way,i want to start again but cannot see to be able to?i uninstalled and re-installed but still the same.....help

I too would like to start over, I have tried different ways... But so far unsuccessful... Please let me know if anyone out there has got it figured out...

Why don't you simply pick everything up into your inventory until you have a blank canvas, then start placing objects again.
If you need more money, work your factories, make neighbours and send them gifts so they send things back (which you can use or sell) and clean other cities until you have 4* rating, then others will clean yours giving you cash.
I suspect you can't start again as the server now knows your IP address
