Bakery Items that are locked

How do you unlock these items to allow you to start cooking? I see people have requested ingredients from me but don't know how that is happening. Can anyone fill me in?

There are new quests, but these are not available to everyone right now.

Unless you are on an iPad playing Bakery story, you'll get quests on the left side of your screen. A quest has tasks and some have an "Ask" button where you can request materials from neighbors. When you complete the tasks for a quest, you can unlock a goal.

There are problems with the request system and although you request something, your neighbor accepts, and it gets put into your game, the quest system is not recognizing it is there.

This is from what I read and my experience with tasks. I do not have quests.
