Unlock koala

Hi, how do I unlock koala?
Also, my neighbor requested for a welcome basket from me. How can I request for a welcome basket too?

There are no goals icon on the left side of my screen. So how can I complete a goal to unlock the koala?

Goals are not available yet; they'll be in the next update.
I'm not sure, maybe a Constructable box item?

But I saw that other players are able to buy the koala.
Does that mean that goals are only available for some players but not for all?
