Why I can't buy more machines? I'm in level 57 and 14 machines but I saw bakerys with 24 machines in the same level (57)

It's possible that they purchased additional appliance slots for gems (available on iDevices currently, but not Android yet). The maximum free appliance slots are 18, I believe unlocked at level 73 (?).

Yes, the 18th appliance in RS and BS is unlocked at Level 73.
