Neighbour expansion option????

Hi there has any one else noticed the option to expand if you get so many neighbors? Well I did and I've tried it twice.once getting 7 neighbors and I could expand and then again get 10 neighbors and expand bigger. Once I got to 7 the option disapperaed and the same thing happened when I tried to do it with 10.why?

When not using gems to expand, you need both a minimum number of neighbors and x amount of coins. The neighbors part covers up the coin one until you have enough neighbors.
