The upgrade to 9 x 12 is either 10,000 coins or 20 gems. But If you had 20 gems why would you spend them on upgrading to 9 x 12 when the conversion rate for gems to coins is 10 gems for 10,000 coins. You could trade in 10 of your gems for 10,000 coins, upgrade and still have 10 gems left!
