i?ve registered my deteils but yet it?s saying i have to download the app for this to be able to buy my gems. wats wrong????

yeah thats what mine is doing to, its saying "this is not a test user account please create a new account in the sandbox envoroment" what the **** does that mean!!! i just want to buy some gems!!!! please help me!
