Won't let me buy sushi counter or soda machine. Says I Need parts but how I'm suppose to know which parts I need it won't let me put it in my restaurant. Im on level 14

Try tapping on the upper left hand side of the tab (away from the hammer). You should be able to place it on the floor then :)
