help understanding challenges

I have a challenge that requires me to invite 3 neighbors (like to an event or party). Now how do you do that? I can invite new players, but I don't see an invite option under neighbors.

Also one says to gift to one neighbor. I've gifted to all of my neighbors. The challenge has cleared once or twice but keeps coming back with only that one task undone.

Can someone at least refer me to some kind of documentation? I am now getting previously partially completed challenges as new with no progress simply because I don't know how to invite neighbors or my gift giving to neighbors isn't being counted. Not all are in this app I'm having the same issue in City Story. Right now I'm supposed to build a pig pen which I just collectedfrom for the first time today. In CD I'm starting over again on the pool party.
