City Cash Bug

I just purchased some city cash during the sale and received an e-mail stating that I will be charged for it, however it never showed up in-game.

If I cannot get the in-game cash, would it be possible to get a refund? I don't want to spend money only to gain nothing out of it.

For gems issues, you will need to email support as NJSAIIDay suggested. Provide them with your storm ID, the game and when you purchased the gems.
Also send them a copy of your receipt that the purchase went through.
