Can't 'use' parts recvd in messages

Ever since I updated my game I have been having problems using parts
That I receive as gifts. When a neighbor sends me a requested part it goes
Into my messages as it should ; however when I tap 'use' it just stays there
And does not got to gifts or the appliance. Another issue is parts recvd prior
To the update are in my gifts tab; however when I tap on them to use it states
That 'serviceable parts can't be served .. PLEASE FIX THIS PROBLEM.

You can't use the parts in My Gifts like you can food. They are shown there so you can see how many parts you have.

When you open up the cardboard boxes, it shows you how many parts you need, and it gets that count from the parts in My Gifts. When you build something, it uses the parts in My Gifts.

The parts in My Gifts and the parts seen in the cardboard boxes are the exact same parts.

I was finally able to get the sushi bar and I have all the parts needed, but it's not taking the paint I need out of the gifts...any idea why?

The parts you can see under "My Gifts" is only so you know how many you have. You still use them by building, like before. Does it say you have more paint then what it would take to build? I believe you need 10 (?). If it has more then that in there, let us know.
