How do you get the Skate Park?

Does anyone know how to get the skate park? I've seen 2 people with one. It doesn't seem like a Halloween magic case item, nor do I see it in any of the other categories.

All i can think is that it is awarded for mastering one of the new contracts.

Unfotunately they weren't neighbors, & their links are already gone from my news feed. But the mystery of where the skate park came from has been solved. Found it in SuperVolcano's Google spreadsheet. It is apparently a common magic case item (regular, not Halloween). But judging by the frequency that I've seen them, I wonder if they were added after the case's initial offering.

They take up 1 square & you can't clean them. They have several curved structures on them, and are kind of an indigo or dark denim blue--at least so far as I remember them. Was just odd to have never seen one until today, then seeing two.
