Neighbors can't recieve gifts?

Today 21 of my neighbors couldn't receive gifts because they are supposedly full or I have sent them gifts already (that's what the message says anyway), usually it's four or five tops and only when I'm rather late with gifting, is this a bug or some kind of weird result from yesterdays maintenance? Or did TM change the time the gift counter resets? Anyone else experienced this?

TL reset the gift time before maintenance yesterday. They did not reset it back to midnight PDT yesterday or today. Until the do, the reset time is somewhere around 2:30 pm PDT. They know about the problem from yesterday but it was not important enough for them to fix. There were a lot of problems with this release.

I gift around midnight PDT. The last two days about half my neighbors were maxed out.
