Unable to help neighbors with parts requests

Today the game won't let me respond to parts requests. When I try, I get the following message: "Oh darn! We were unable to send the material to your friend."

I have tried exiting and restarting the game. I have gone to my neighbors' restaurants, tipped them, and tried again (this has worked before).

What's going on? I usually get a different message if my neighbor has accepted the max.
