how can i reset city story to the very first time i play this game?

There should definitely be a reset option...

While reset functionality isn't currently supported, you will continue to gain more coins every day you log in to gradually build up your account. You can also remove items you not longer want via Tools -> Edit -> Sell/Remove.

What you can't reset by doing what you suggest is the status of your master keys and the original amount of city cash. Especially the master keys are an important element to gain city cash. If you already have all master keys then there is nothing to gain anymore from the factories and so this method is not comparable to a REAL reset.
