No Promotional Gift Pop-up

I'm on an Apple iPod Touch 4th generation
& this is the 3rd time I haven't received the pop-up for the gift.
I really do want to purchase the Capsule Machine but I cannot.
I previously had this issue with the Herb Garden & French Paintings.
I already tried re-installing the app and rebooting my device.

I had the pop up ghe day before yesterday and yesterday morning, but not yesterday night or today. None of my games are working ok!!! What is going on???

Yeah I haven't had the pop up at all on both my iPad and my iPhone I don't know what's going on, plus I haven't gotten the pie/ lemonade update on either as well.
