Didn't get new clothing slot

I assumed that at level 50 I was supposed to get a new open slot but it didn't happen.i haven't gotten a new slot for a while now. I purchased, with gems, 2 new slots... Is this why? If so, I find it unfair. Does anyone have time levels in which we get new slots?

There was a thread on this, but I haven't seen it in awhile. Perhaps a search well bring it up.
