Expansion Help!?

I want to expand a little and when I click the expansion tab and stroll through the options I have 3 choices. Gems, coins, or neighbors. It said I could expand to 10x13 with 10 neighbors. I thought great and got some new neighbors, then went to expand and that option is gone. Now it says expand to 15x something with 15 neighbors. What am I doing wrong? Does anyone else have the option to expand with neighbors or am I just going crazy? I'm sure when I get 15 neighbors that option will go away too.

it could be something to do with what level you are on.

To expand with coins, you need to have x number as neighbors as well. Or you can expand just with gems. Most people prefer to use coins though.
