Won't let me pay for bucks!!!

Everytime I go to pay for 24 bucks or any other one it kicks me back to my city.. I like to spend the money.. But it won't let me.. How do I fix this problem..

Everytime I try to buy city cash I get the message "you must first purchase the app that this app is". What the heck doe that mean? I'm trying to purchase it!

That means, when you buy City Cash, you need to use the same iTunes account that you used to download the app.
