You can't rotate the large park either... makes it tough to make my city look just right!

The issue with rotating hedges is the corner. They have to build some logic and new graphic in the game for that.
So I guess we just have to be patient. I am sure they are working on it.

Please, do fix the hedges so they will rotate. While you are at it: rotate factories, large park & anything else that does not rotate.

That they simply create a new graphic for horizontal hedges and one for each corner. Simple enough. It could be their weekly update.
