how to level up items?

I am restarting my FS since I couldn't transfer my account after switching to a new phone, but for some reasons I don't see exp bars for my items? Is there some kind of requirements that I must meet before I could do that cause I don't remember anything like that with my previous games..

I think you have to be at a certain level.... I think 8? Before mastering bars appear

They couldn't transfer it for you? That sucks but I don't remember yet I think kooky panda is correct with you having to pass the tutorial or something.

If you get to level 10 and you still can't see them then I'd contact support.
