No Gem For Second Level Mastery?

After a day of connection errors and replants I show level two Mastery of Coffee but I wasn't awarded a gem? Is this just a temporary glitch I should report to TL?

Did you see the pop up that you reached the level? Sometimes my bar looks like it is on a level but couple more crops completes level.
