How do you expand your city?

Several times i've been told i'm now able to expand the base matrix of the city to occupy a larger area, but the game doesn't tell me how I do this?

To expand your city if you still have expand options available to you, go to tools > build > enhance > from here you can either scroll through and select the expansion, or use the expansion menu at the bottom left of screen.
