Not sure exactly what is wrong, do you mean that they have available trees and crops that HAVEN'T WITHERED and you have the available water to water them? The reason I mentioned the crops that HAVEN'T WITHERED is that is a very important thing to remember: if a crop has withered, you can't water it.
The crops and trees are the only ones that can be watered, no animals.
It is ok now, i think it was a bug for a while
