Quick question about avatars

Ive noticed a few of my neighbors have their own "personal" pic up, (as in, a pic of themselves), how do you do this?

well the two neighbours that did have custom pictures have since removed them (theve gone back to the default male and female ones now) wish i took a screenshot now :(
