Expanding bakery with neighbors

Why when I try to expand bakery with number of neighbours do the goal posts keep changing to more or disappear ?

You have to get one more neighbor.
It counts yourself in.

Once you get enough nbrs, you still have to BUY the expansion for a certain amount of coins. You need nbrs + coins. Not just nbrs.
