Unable to purchase City Cash

Whenever I try to purcahse/add City Cash, it always show an error message of "In-app purchass are not allowed."

How can I solve this problem? What should I do?

Lol. I can purchase cash on other apps and even purchase full version apps. But I am wondering why I can't in City Story. Probably my sister did something on the Ipod Touch's Itunes settings?
