How do I delete neighbours from my list who don't play the game or have given up?

I wouldn't, since you can still visit them quickly to get energy, ignoring the tours. If you really must though, there should be an edit neighbors button under the neighbors tab.

Dont give up on them to soon, sometimes people have good reasons to be absent for a while and sometimes they just get bored cos of lack of updates but if you know they have left for good it would be great to get rid of some to cut down long lists of neighbours to gift!
