council chambers scroll making

hello,

i am curious about the council chambers scroll maker. i have 35 scrolls. the only character left to purchase is the dark king, then the scroll picture next to the dark king which displays 35/1. i click on the scroll to make one, taking 1 minute, and i do not receive a scroll to add to the 35 i have. is that scroll box in the council chamber supposed to be able to make scrolls?

It is a filler, it take 1 scroll to make 1 scroll + 1 energy :)

i don’t understand the purpose of having it in the council chambers. why even bother? completing the action has no benefit.

It's a way that makes the other crafts visible and accessible. This craft should never be done by players. I know it is not ideal but it's been this way since the beginning and we all just have learnt to ignore it. There are plenty of other event crafting buildings that also are like this but it's not a bug in the game, just odd.
