I can buy streets for free. They should live 1 xp, but when i do this, i can See the smile which indicates the One xp, but the xp is Not added to my total xps.

Roads don't give xp, it's added to Happiness. Guess who bought lots of roads when I first started playing before I realised my xp wasn't going up!!!!! DOH
