You have to do the first steps of Goal #1 before you can get the oven - buy 8 wallpaper and 12 tiles. Then the oven will be available.

I've been ask to build patriodic oven as a goal, but unable to purchase it

I had a similar problem requiring a different solution.
I was only able to see and purchase the first oven (the pre-built one). And I was unable to see or click on any of its recipes.
Reinstalling the game fixed that for me.
