Crafting a Translator Tome

I have a Tome but when I click on it says I have to craft it first. I?m unable to find what crafting building to do this in. Has anyone completed this task? Can anyone direct me in what I need to do? I would appreciate it.

Goal Pre-requisites & Notes:
* You must craft the Translators Tome first and then USE it to Unlock the Tablet. When these goals are completed, The Tablet of Tabernum is unlocked.
